How to send bulk WhatsApp messages in India without getting blocked

By Aethenox AI team · Updated 3 October 2026

WhatsApp is the best-read channel most Indian businesses have, which is why so many numbers get banned trying to blast offers from a phone. There is an official way to send WhatsApp messages to thousands of customers, and it is not complicated. This guide covers what you need, what Meta allows, and how to keep your number healthy as you grow.

Why do numbers get blocked for bulk messaging?

The WhatsApp and WhatsApp Business apps are built for one-to-one chats. Sending the same message to hundreds of people from the app, or through unofficial “bulk sender” tools that drive the app or WhatsApp Web, goes against WhatsApp's terms. When many recipients block or report the number, WhatsApp can restrict or ban it, and you lose the number's chats with it.

The supported route is the WhatsApp Business Platform (the WhatsApp Business API), where businesses send pre-approved message templates to customers who agreed to hear from them.

What you need to send bulk WhatsApp messages officially

  1. A number on the WhatsApp Business API. Connect it through a provider using Meta's Embedded Signup. If the number already runs on the WhatsApp Business app, coexistence can let you keep using the app too. See WhatsApp Business API in India.
  2. Opt-in from each customer. Meta requires that people have agreed to receive messages from your business on WhatsApp before you start a conversation with them. Collect it on your website, checkout, forms or in store, and record it.
  3. Approved templates. Any message that starts a conversation must use a template Meta has reviewed. Templates can include variables such as the customer's name, order number or date, plus buttons and media.
  4. A payment method and message budget. Template messages are charged per message by category.

Marketing, utility and authentication templates

Meta puts every template into a category, and the category sets its price and rules:

  • Marketing: offers, launches, sales, newsletters and re-engagement. The most expensive category.
  • Utility: updates about something the customer already did, such as an order, booking, payment or appointment.
  • Authentication: one-time passwords and login codes.

Meta checks the category during review and can re-categorise a template, for example when a “utility” message contains a promotion. Keep updates and promotions in separate templates. Replies to a customer who messaged you first are not templates, and with Aethenox AI they carry no message charge.

How many people can you message in a day?

Meta caps the number of unique customers a business can start conversations with in a rolling 24 hours. Every business starts at 250, and the limit rises to 2,000, 10,000, 100,000 and then unlimited as you send to more people while keeping a good quality rating. The limit is shared across all numbers in your Meta business portfolio. Verifying your business with Meta lets you start higher.

Meta can also hold back an individual marketing message when a customer has already received a lot of marketing recently. That is decided by Meta per customer, so a campaign report with some undelivered marketing messages is normal; read the failure reasons rather than resending.

How to keep your quality rating high

  • Only message people who opted in, and make it obvious who you are in the first line.
  • Honour opt-outs immediately. In Aethenox AI, contacts who reply STOP are left out of campaigns automatically.
  • Segment. Send each offer to the tags or lists it fits rather than to everyone.
  • Personalise with variables so the message reads like it was meant for that customer.
  • Mind the timing. Schedule campaigns for hours your customers expect to hear from you.
  • Watch blocks and reports. If quality drops, slow down and fix the message before sending more.

Sending a bulk WhatsApp campaign in Aethenox AI

  1. Import your opted-in contacts and tag them.
  2. Create a template, choose its category, and submit it to Meta from the dashboard.
  3. Once approved, create a campaign: pick the template, fill its variables, choose contacts or tags.
  4. Send now or schedule it, with enough wallet balance for the messages.
  5. Track sent, delivered, read and failed messages, and let the AI agent or your team handle the replies in the shared inbox.

The broadcast docs cover each step, and current per-message rates are on the pricing page.
